The only people that can avoid having neighbors are the people that can afford to live in hundred acre homes. While having people around obviously has its benefits, some people are hard to live with. Having a good handle on how to relate with noisy neighbors is a good way to learn the art of diplomacy.
A good line of action is to meet with them to discuss the problem. More often than not, they may be unaware that there actions are actually disturbing the peace of the neighborhood. A friendly but firm discussion is usually all that is needed to make these people modify their behavior.
Notwithstanding, some of them are just unreasonable and will be unwilling to modify their behavior. Talking with them is just a waste of time and it could lead to conflicts. The best thing is to lodge a complaint with an higher authority such as a policemen or the property managers.
If they fail to change and it seems the property owner cannot evict them yet, the next line of action is to threaten them with a lawsuit or actually sue them. The prospect of a fine may actually course them to change their habits. However, it is important to keep documentations detailing their unreasonableness in order to avoid a lengthy legal battle.
Nevertheless, it is a good idea to check if the perceived noise is within the confines of reasonableness before taking excessive actions. For example, a neighbor that is working on his car at three in the afternoon may disturb another person having siesta. Yet such disturbance would probably be occasional.
In addition, there are times when there are better options than confrontations especially when the situation is looking ugly. Soundproofing the home, would ensure that all the noise coming from the out side is blocked. More so, one may consider moving to a quiet neighborhood and avoid noisy neighbors totally.
